The majority of the resistances military goes into defending the houses and apartments within their territory, people are able to have their own private homes, rather than a single small room apartment like in the governments territory. This is one of the different bonuses of rebelling. Though, because the forces are spread out, any large scale attack requires a retreat to survive.
